Rust!

As mentioned in the winch thread I am in the process of trying to rebuild and save a Warn HS9500 winch. I have the winch disassembled, the planetary gears cleaned and ready for regreasing... The issue is the slide gear (? not sure if this is what you call it) that engages the winch when you turn the handle... It is rusted and stuck to the housing. I have soaked it in PB blaster for a week or so with no result.

Looking for suggestions for next steps in trying to save this. How can I break this rust free? The parts are in good shape and useable but for this.
