If I could administer a sentence, I would yank his DL, impose a very stiff fine (over $1M), and make him do about 2 months of service. If he doesn't follow through on his obligations, then let him cool his heels in a cell for a while.
Without a DL, his managers won't let him drive. The money could be put to good use for a program to educate kids about the danger of cars or go directly to schools or LE for community based programs. Having him work with kids might help to give him perspective on life. If I could choose where, id have him mopping the floor in a pediatric oncology wing of a hospital. If that doesn't make him count his blessings and change his attitude, nothing will.
